Vietnam Youth Integrity Survey 2019 (YIS 2019) examines over time Vietnamese young people’s understanding of integrity, their concrete experiences and the challenges they face in exercising their values in daily life. This is the third time Towards Transparency conducted this survey in Vietnam, following 2011 and 2014 editions.
The data was collected from October 2nd to November 29th 2018 through face-to –face interviews with 1,173 young people aged 15-30 and a group of 465 adults aged 31-55 in twelve cities and provinces across Vietnam. The data collection was conducted by Indochina Research. The data analysis and report writing was performed by Towards Transparency with external reviews. |

How the Open Government Partnership (OGP) can contribute to achieving Sustainable Development Goals (SDGs) in Vietnam

Founded in 2011 by eight national leaders (the UK, Norway, the USA, Mexico, Brazil, South Africa, the Philippines, and Indonesia) and nine CSOs’ leaders, the Open Government Partnership (OGP) is currently the most prominent international initiative to promote transparency, accountability and citizen engagement. 79 countries and 20 local governments are OGP members and are using it as an effective tool to promote good governance and anti-corruption. OGP grounded in transparency, accountability and citizen engagement, is argued to help countries achieve the SDGs, in particular the SDG 16 which seeks to promote societies with justice, peace and inclusiveness for all through accountable institutions.
Towards Transparency (TT), with its aim to contribute to the fight against corruption, has introduced OGP to Vietnam since 2014. Since then TT together with a number of individuals and local CSOs have collectively built local evidence on the benefits and potentials that OGP can bring about to Vietnam. As an integral part of open government advocacy efforts in Vietnam, the study “How the Open Government Partnership (OGP) Initiative can contribute to achieving Sustainable Development Goals (SDGs) in Vietnam” was conducted by TT so as to provide concrete evidence of political and socio-economic benefits that OGP can bring to Vietnam in the implementation of the 2030 Agenda for Sustainable Development. |

TRANSPARENCY IN CORPORATE REPORTING: ASSESSING THE 45 LARGEST COMPANIES

Towards Transparency (TT), the national contact of Transparency International (TI) in Vietnam, is pleased to present the second edition of Transparency in Corporate Reporting (TRAC), made possible thanks to the funding provided by Oxfam in Vietnam.Following TI’s rigorous methodology, the TRAC Vietnam Report 2018 is an independent research, based on information publicly disclosed on companies’ websites. It assesses the 45 largest companies’ disclosure practices, in line with international standards and regardless of their sector of activity or their ownership structure. The report investigates the extent of information published by companies on anti-corruption programme, organisation structure and key financial information on country-by-country basis. The surveyed companies equally comprise foreign invested, publicly listed and state-owned companies. |

Business Integrity in High-tech Parks in Vietnam: a Survey Report

Hanoi, 14 August 2018. Towards Transparency launched a survey report of “Business integrity in high-tech parks in Vietnam”, providing a snapshot of bribery challenges faced by companies in the high-tech parks located in Hanoi, Da Nang and Ho Chi Minh City, as well as the measures put in place to mitigate these risks.The survey results suggest that companies operating in an environment promoting integrity can avoid or limit their engagement in bribery. Indeed, all companies interviewed recognized that such an environment exists in the three high tech parks, where Boards of Management took initiatives in streamlining administrative procedures and supporting companies in dealing with bribery. The survey also shows that differences in size and origin of companies affect the way corruption risks are tackled. Foreign companies are more experienced with regard to ethics and compliance policies, while most local companies still lag behind, but are increasingly interested to develop internal compliance systems.The survey report also provides recommendations to the high-tech parks’ Boards of Management and their tenant companies on how to further build a business integrity culture, emphasizing that high-tech parks’ experience could be replicated elsewhere in Vietnam. |

Anti-corruption in doing business: an assessment from enterprise perspective

This study is part of the project entitled “Promoting the application of international standards on business integrity to enhance international integration and improve business environment in Vietnam”, conducted by the Centre for Social Governance Research (CENSOGOR) – partner of Transparency International in Vietnam, in collaboration with Vietnam Institute for Economic and Policy Research (VEPR), with the support of the Prosperity Fund of the United Kingdom managed by the British Embassy in Hanoi.The report aims at studying corporate experience in applying and implementing anti-corruption policies and procedures at non-state enterprises registered and currently operating in Vietnam, including FDI enterprises and private enterprises. |

The report of study: analysis of corruption risks for investors in Vietnam was made possible by the financial support of the UK’s South East Asia Prosperity Fund, under framework of the project “Promoting the application of international standards on business integrity to enhance international integration and improve business environment in Vietnam”. The study was implemented by the Centre for Social Governance Research (CENSOGOR) – partner of Transparency International in Vietnam, and Vietnam Business Forum (VBF) with support and contribution from the ASEAN CSR Network from June 2016 to March 2017.The aim of the Study has been to assess the experiences and mitigation strategies of foreign invested companies in Vietnam in relation to high risk business activities, which may be relevant to or indicative of corruption offences under Vietnamese law and applicable foreign laws. |

Transparency in Corporate Reporting: Assessing the 30 largest Companies in Vietnam – TRAC Vietnam 2017, was conducted by Towards Transparency (TT) for the first time in 2017.With the aim to promote the best practices,in line with international standards, and to support companies to better communicate their commitment to anti-corruption and transparency to their stakeholders, the report assesses companies’ disclosure practices on three dimensions: (i) reporting on Anti- corruption programme, (ii) organisational transparency, (iii) country- by- country reporting.The report assessed 30 largest companies chosen according to the 2015 VNR500 list. Research for this report was conducted from September 2016 to January 2017 by a team of consultants and a researcher from TT. |

In order to support Project 137 of the Vietnamese Government on the development of education program on anti – corruption for high-schools, colleagues and universities, TT has built a reference manual on anti-corruption for students to use in extra-curriculum activities, to provide information and knowledge for them as well as encouraging them to hold zero tolerance with corruption.The manual introduces causes and negative effects of corruption as well as international good practices, and suggest a number of anti-corruption activities that students can be engaged in. |
