Nguyen Thi Kieu Vien
Nguyen Thi Kieu Vien is the founder and former Executive Director of Towards Transparency (TT) from 2009 to 2012. After that, she moved to Europe and worked as the Global Transparency Education Network Coordinator – a new global network supported by Transparency International from April 2013 to May 2014. In the same period, she joined TT’s Advisory Board as a Senior Advisor. Vien went back to Vietnam and took her chef executive role at TT in September, 2016.
Prior to establishing TT, Vien has worked 12 years with international NGOs and held a number of leadership and management positions. Vien has worked as National Programme Manager and Senior Governance Advisor at SNV in Hanoi. She served as a selected non-Dutch member of The Third Chamber (the Dutch shadow Parliament on International Development Cooperation) in 2003 and 2007. She has also worked as a consultant for the World Bank, UNDP and a number of donor agencies, focusing specifically on anti – corruption and governance issues. Vien holds a Masters degree on Social Planning and Development from the University of Queensland.
Le Thanh Ha
Manager, Finance and Administration
Ha joined TT in 2009 and was appointed to her present role Finance and Administration Manager in 2012. Prior to joining TT, Ha had 13 year experiences working in finance and administration with various international and local organizations including UN agency, International and Local NGOs. Ha holds a BA degree on Economics from the National Economics University in Hanoi and a BA degree on English from Hanoi Open University.
International Senior Advisor
Christian Levon joined TT at the beginning of 2017. He works as an International Senior Advisor with a focus on promoting business integrity. Prior to this, his 35 year career as a trade and economic counsellor at the French Ministry of Economy and Finance took him to various countries such as France, Israel, Korea, Germany and Lithuania. In Belgium, he worked respectively 5 years at the French Permanent Representation to the EU (in charge of EU external Development programs) and 5 years at the European Commission (negotiating FTAs in the field of government procurement). During 4 years (2008-2012) working at the Embassy of France in Hanoi, Vietnam, he promoted bilateral trade with special emphasis on large scale projects.
Christian holds a Master degree in Economics from Nice University (France) and a MBA from Jerusalem Hebrew University (Israel). He took early retirement as a French civil servant to return to Vietnam in 2016 to join his wife, Nguyen Thi Kieu Vien, Nguyen Thi Kieu Vien. He works on a pro-bono basis and speaks French, English, German and Hebrew (currently learning Vietnamese).
Lưu Thị Xuân Dung
Finance and Administration Officer
Dung joined Towards Transparency in 2012 as Finance and Administration Officer. Her experience spans the fields of administration, professional customer service, finance-accounting and business development. Dung has worked for both private sector, state-own company as well as multi-national corporations. Dung holds a BA in foreign languages from Hanoi University for Teachers of Foreign Languages and another BA in Finance & Banking from Hanoi National University of Economics.
Vu Ngoc Anh (Ph.D)
Senior Programme Officer, Policy Advocacy
Ngoc Anh joined TT in October 2017. She works as a Senior Programme Officer with a focus on promoting the Open Government Partnership (OGP) Initiative in Vietnam. Before joining TT’s team, she completed her PhD degree in International Development and Politics under the prestigious doctoral fellowship of the University of Bath (the UK). She holds two Master’s Degree in Development Studies in Belgium and then in the UK. She had several years working for a number of projects managed by the World Bank and the UNDP. She had fieldwork experience in Vietnam, South Africa and Thailand. Her first major academic paper entitled “Grassroots environmental activism in an authoritarian context: Trees Movement in Vietnam” was published in a high-impact peer reviewed International Journal of Voluntary and Nonprofit Organizations (VOLUNTAS) in late 2016 when she was still writing her PhD.
Her research expertise covers a range of interdisciplinary topics including governance, public policy, civil society activism, NGOs, authoritarianism, political change, sociology of social movements, poverty and development aid.
Do The Anh
Programme Officer, Law and Advocacy
The Anh became a member of TT in April 2018. He currently works as Programme Officer with a focus on legal issues related to anti-corruption. Prior to that, he had experiences in working with a number of international and local partners on strengthening policy and law enforcement on wildlife conservation in Vietnam. The Anh holds a LLB from Hanoi Law University and a LLM from University of Leeds, United Kingdom.
Le Phan Anh Thu
Programme Officer, Open Government Partnership
Thư joined TT since July 2019 as a Program Officer to promote the Open Government Partnership (OGP) initiative in Vietnam. Before that, Thu worked in the public sector at the Department of Foreign Affairs in Hue and had many years working with civil society organizations on development projects in both Hue and Hanoi, primarily on the rights of marginalized groups. Thu holds a Master degree in Public Administration from Crawford Public Policy School, Australian National University and is a YSEALI Professional Fellow on Governance and Society.
Tong Dieu Quynh
Communications & Youth Integrity Officer
Quynh started working in TT since April 2019, managing the Youth Integrity project which includes two main compoments: the Vietnam Youth Integrity Survey (YIS) and the Vietnam Integrity School (VIS). Quynh also manages communications of TT.
Quynh has more than 5 years of work experience in the fields of governance, community empowerment, and social movement in Oxfam in Vietnam and the Institute for Society, Economics, and Environment (iSEE). Quynh finished her Master in Public Administration in Cornell University (US) under the Fulbright program.
